      Washington, D.C. didn't have an especially notable scene in the '60s, either in terms of a distinctive style or sheer quality. That didn't stop these Satan folks from compiling a 16-track anthology of D.C.-area mid-'60s garage sides, which falls considerably below the median line as such projects are judged. Much of it is forgettable; there's a bit more of an instrumental rock emphasis (some tracks don't have vocals), but to no great effect. Above-average selections include the Flys' infectious "Be What You Is," and the Mad Hatters' thumping "I Need Love," and December's Children Ltd.'s l-o-o-n-g, drawn-out cover of Love's classic downer anthem "Signed D.C." ~ Richie Unterberger, All Music Guide
